AP - Immediate Action to Stop Entrance Test for Admission of Children from Class 1 to 8

The attention of the all the Regional Joint Directors of School Education and all the District Educational Officers in the state are invited to see the reference 2nd cited, wherein they were directed to instruct all the Private Management Institutions under their control for not conducting the talent test/screening test/admission test/scholarship test etc.., for admission to any class from Pre-Primary in any school under any Management or any syllabus (State Syllabus/CBSE/ICSE/any other syllabus) as the same is dispended with and against the spirit of the section 13 of Right to Free and Compulsory Education Act 2009 and Andhra Pradesh Educational Rules.

They are further informed that any deviations in this regard are punishable under section 13 (2) (b) of RTE Act with fine which may extended to Rs.25,000 for the first contravention and Rs.50,000 for each subsequent contravention admission. Government can also take further action as per provision of relevant Acts/Rules including cancellation of Permission/Recognition of the school.

The Regional Joint Directors of School Education in the state are further informed that in the reference 1st read above they were informed that the institutions of Narayana and Sri Chaitanya have given advertisement to conduct the talent test on 28.03.2021 and they were requested to find out whether any talent test is conducted on the given date. If so conducted on the given date they are requested to obtain and furnish report on as to why action can not be initiated against said institutions on their activity which is in violation to the earlier Proceedings i.e., Rc.No.118/PS-1/2014 dt:07.06.2019 and Proceedings Rc.No.ESE02-17/742/2019-PS-1-CSE, dt:21.10.2019 issued by the HOD.

Further, while enclosing a copy of reference 3rd read above, wherein the NCPCR has enclosed the observations received from complainant i.e., Sri. K.A.S Guru Teja, Kakinada East Godavari has requested to submit an updated report within 20 days of issuance of letter(copy enclosed).

In his observations Sri.K.A.S Guru Teja has informed that the Andhra Pradesh, School Education Department had not made any investigation on the said issue by visiting 100 Narayana Schools in AP and asking parents on the tests like other State School Education Departments in India.

As such, all the RJDSEs and DEOs in the state are once again requested to inspect Private Schools (in particular Narayana/Sri Chaitanya and etc..,) and also make an enquiry with the parents on conducting talent test/screening test/admission test/scholarship test etc.., for admission to any class and furnish a report on or before 02.06.2022 with out fail so that action can be initiated on the said institutions on their activity which is against the spirit of section 13 of RTE & Educational Rules.

This should be treated as Most Urgent.
