11వ పీఆర్సీని ప్రభుత్వ కార్పొరేషన్లు, సొసైటీలు, విశ్వవిద్యాలయాల్లోని బోధనేతర సిబ్బందికీ వర్తింపచేస్తూ ఆర్థికశాఖ ఉత్తర్వులను ఇచ్చింది. అయితే 11వ పీఆర్సీ ప్రకారం సవరించిన వేతనాలను ఆయా సంస్థలు తమ సొంత నిధుల ద్వారానే భరించాల్సిందిగా ప్రభుత్వం స్పష్టం చేసింది. ప్రభుత్వం ఎలాంటి బడ్జెటరీ సపోర్టు ఇవ్వదని తేల్చి చెప్పింది. మరోవైపు లాభాలను ఆర్జిస్తున్న కార్పొరేషన్లు, పీఎస్ యూలు నూతన వేతన స్కేళ్ల అమలు తర్వాత నష్టాలు లేకుండా చూసుకోవాల్సిందిగానూ ఆదేశాలు ఇచ్చారు.
