Government of Andhra Pradesh with a view
to realize the true spirit of the National Food Security Act, 2013 and to
ensure that the entitlements under Targeted Public Distribution System (TPDS)
reach all beneficiaries and to curb the malpractices, leakages, diversions in
Public Distribution System (PDS), implementing the delivery of Rice and other
scheduled commodities at the doorstep of the Rice card holders through Mobile
Dispensing Units (MDUs) from February,2021.
The Hon’ble Chief Minister, Govt. of
Andhra Pradesh has instructed to supply the rice and other commodities at the
door step of the Anganwadi Centres (AWCs) under Integrated Child Development
Services scheme (ICDS) and rice to the Schools covered under Jagannana
Gorumudda Scheme (formerly Mid Day Meals (MDM) Scheme) through Mobile
Dispensing Units (MDUs) from October, 2022.
Therefore, orders are hereby issued
extending the last mile delivery from fair price shops to mobile dispensing
units, to supply rice and other commodities at the door step of the Anganwadi Centres
(AWCs) under Integrated Child Development Services scheme (ICDS) and rice to
the Schools covered under Jagannana Gorumudda Scheme (formerly Mid Day Meals
(MDM) Scheme) through Mobile Dispensing Units (MDUs) from October, 2022, on par
with PDS by obtaining from the FP shops. The MDU operators shall receive the
stocks from the FP Shop dealers under MDM and ICDS with authentication in ePoS
on par with PDS commodities and deliver the stocks to the worker in AWCs of
ICDS and incharge of School covered under MDM.
The State Informatics Officer, National
Informatics Centre, Vijayawada is requested to ensure the following:
• make necessary modifications required
in the ePoS device on adding of new stride of door delivery distribution
through MDUs under ICDS and MDM, in addition to existing mode of distribution.
• Map the MDU operator details with the
FP Shop under ICDS and MDM.
• Enable an authentication provision in
ePoS for receive of stocks by the MDU operator from the FP Shop separately
under ICDS and MDM.
• Enable a separate authentication
provision in ePoS for release of stocks by the MDU operator to the Incharge of
AWCs under ICDS and Head Masters/incharges of schools covered under MDM.
• Enable separate reports in the SCM /
ePoS indicating the (i) District-wise allocation, (ii) stocks received by the
MDU operator, (iii) balance stocks to be received by the MDU operator, (iv)
stocks released to the AWCs and Schools and (v) balance to be issued, stocks
returned to the F.P. Shop dealer.
• Make a provision in ePoS for return of
stocks by the MDU operator to the FP Shop under ICDS and MDM if any.
• A flow chart shall be prepared on
adding of new stride of door delivery distribution through MDUs with
authentication by the MDU operator, Incharge of AWCs of ICDS and Head Masters
(or) already mapped nominee of schools under MDM through, for communication to
all the concerned.
• Ensure that the helpline team of NIC
with contact number 040-23494822, Hyderabad shall be proactive in addressing
the issues / complaints received if any received from the districts on mapping,
authentication errors etc.
All the Collectors (CS) are requested to
ensure the following instructions scrupulously so as to roll out the door
delivery of commodities under ICDS and MDM from 1st October, 2022.
• Conduct a Mandal level meeting with
the FP Shop dealers, MDU operators, Child Development Project Officers (CDPOs),
Head Masters of Schools covered under MDM and draw up an action plan of route
map.
• The Incharges of AWCs of ICDS and Head
Masters of Schools under MDM and the MDU operators shall be in coordination
with each other, during the delivery of ration.
• The MDU operators shall supply the
stocks at the door step of AWCs of ICDS and Head Masters of Schools under MDM
with authentication. Manual releases of stocks shall not be entertained at any
level. Action shall be initiated against the MDU operator, in case of manual
supply for any reason.
• The quantity allotted to each AWC of
ICDS and Schools under MDM is minimal, ensure to distribute the stocks in
one-go by the MDU operator and not allowed phase-wise / partly distribution of
stocks.
• The concerned VRO shall accompany with
the MDU in the 1st month to guide and monitor the door delivery of commodities
under ICDS and MDM.
The existing procedure on release of
stocks to the Akshayapatra foundation directly through MLS points with regard
to (78) AWCs of I.C.D.S, Gudiwada, Krishna district and (134) AWCs of I.C.D.S,
Ongole (Urban) Prakasam districts shall remains same.
The Director, Women Development &
Child Welfare Department, Guntur is requested to issue necessary instructions
to the Project Directors / CDPOs / Incharges of AWCs to coordinate with the
Mandal Level Stockiest Points Incharges for generation of e-Release Orders and
FP Shop dealers and MDU operators for release of stocks at the doorstep of the
AWCs through MDU with ePoS authentication only.
The Director of MDM, School Education
Dept., is requested to issue necessary instructions to the implementing
agencies / Head Masters of Schools covered under MDM to coordinate with the FP
Shop dealers and MDU operators for release of stocks at the doorstep of the
Schools under MDM through MDU with ePoS authentication only.
Separate instructions will be issued on
budgetary involvements.
